The ones in power either resolve their issues or they delegate it to whoever is lower to either resolve it or give it to whoever is lower
That is why poor remain poor because the downstream of issues that remain unresolved from up above pours down to them
And the ones at the very bottom have to either resolve it between themselves when the complications have risen to a high order as things are mismatched already to a high degree or keep it somewhere in their body
It shows itself as tensions in different parts of body and in the every end, everyone gets their share
This is why to me, one of the ways of raising the standards of a system is giving the services that directly deal with the human nature to people. Massage therapy, acupuncture. Psychoanalysis, etc.
Although in the modern world, the culture may not utilize these services even if they are highly subsidized because they don’t value the tensions in the body of an individual as a direct source of political and economic crisis. Which is a far fetch conclusion but is valid as any process that is done at a micro scale with the expectations of affecting some macro scale properties.
The other problem with the slope of power induced by artificial means (money, assets) is that at any level, beholders of this measure of power exist who do not know how important it is for them to take care of their actions. For them, a bootstrap mechanism in the system may fulfill their lack of accountability through compensation by other means and they become generators of suffering due to their negligence.
This happens almost in the middle where it is not so obvious that they hold power to an extent and at the same time a down pour of subtle suffering does not train them fast enough to learn. Distractions in our world take a lot of room from the means of teaching lessons and we have to wait for the symptoms to grow so much that the worry makes us think about an action.
The last mechanism I want to mention is a constipated culture that does not tolerate changes enforces misaligned behaviour in the name of respect or correctness and makes it much harder for corrective actions to take place.
